The Planning Commission approved the preliminary plat for Highland Lake, a proposed 20‑lot single‑family subdivision on about 6.94 acres off Highway 305 north of College Road.
Staff said the property is zoned R‑3 (planned residential district) and that the proposed plat generally aligns with the project text approved by the Board of Aldermen in April 2022. The smallest proposed buildable lot is 5,727 square feet and the largest is 10,094 square feet; the plat shows two common open space areas and a trail network identified in the project text.
Staff noted a written objection from an Old River Farm resident describing a private agreement between neighbors concerning the proposed extension of Highland Drive. Asked whether the objecting property owner would have legal recourse, staff said any legal claim would be between private parties and “would not be a city issue.”
The developer agreed to conditions requiring construction of a six‑foot‑tall cedar fence along the northern boundary adjacent to the common open space and the specified lots at the time of infrastructure construction, and staff included standard conditions for construction plans, utility extensions and CC&Rs. The commission voted to recommend Board approval of the preliminary plat subject to the staff’s 14 conditions.
The matter now moves to the Board of Mayor and Aldermen; final plat approval and construction plans will be required before building permits are issued.
