Council approves five-year consolidated plan; HUD allocations for CDBG, HOME and ESG noted

The Administration Committee—s five-year consolidated community development plan for 2025-2029 and the FY2025 action plan were presented to Lexington County Council and approved on June 10. Staff told the committee the consolidated plan reflects more than 300 citizen and stakeholder inputs and several geographically distributed public meetings.
County staff said Lexington County receives approximately $2,000,000 annually from the U.S. Department of Housing and Urban Development to administer the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) programs. For fiscal year 2025 the county was awarded $1,850,750 in CDBG funds, $704,796.45 in HOME funds and $160,713 in ESG funds, according to the presentation. Staff said the consolidated plan is a federal requirement every five years and that the completed plan must be submitted to HUD no later than July 1, 2025.
The Administration Committee recommended the plan to the full council, and the council voted to approve it. No public opposition to the plan was recorded in the meeting transcript.
The plan, as described in the meeting, will guide use of CDBG, HOME and ESG funds during fiscal year 2025-26; the meeting record did not include detailed project-level allocations beyond the dollar totals cited by staff.
