The Jackson City Council on June 17 authorized the mayor to execute a $450,000 contract with 4 Seasons Enterprises LLC to remediate and clear a demolished hotel site at 0 Ellis Avenue (formerly 1525 Ellis Avenue), removing foundation, steps, driveway, cutting vegetation and hauling trash and debris.
Staff described the site as the remains of a building that had been demolished without full remediation and that asbestos handling and hazardous-waste disposal requirements increased the required contract price. City Attorney Drew Martin said city inspectors and legal staff had reviewed the matter and that cost recovery efforts would be discussed in executive session. The mayor’s office and staff said the contract will be paid from Community Development Block Grant (CDBG) funds and that federal procurement requirements influenced contract selection and dollar amounts.
Council asked staff to provide additional details about hazardous-material delineation and whether asbestos remediation costs could be reduced by targeted abatement; legal indicated the particular demolition method used by the property owner made cost-sharing options more limited in this case. The council voted 7-0 to authorize the contract. Officials said they would discuss potential recoveries and next steps with legal staff in executive session.
