Board members and staff devoted substantial discussion to park investments, highlighting Stallings Park as the most in‑need site because of persistent drainage issues. Multiple speakers said Stallings requires city drainage work before certain capital projects can succeed; staff confirmed the city must address drainage and that a restroom and other improvements would follow once drainage is resolved.
Staff proposed pursuing a Texas Parks and Wildlife matching grant (50/50) to help fund walking trails, restrooms and other Stallings improvements and recommended a phased approach for irrigation at Bingell soccer fields. Board members supported funding a phased irrigation project — concentrating initial work on the most-used game fields nearest the Excel complex — and treating the first phase as a test of maintenance demands before proceeding with full-field irrigation in later years.
Breezy Hill Park engineering was also discussed: staff proposed $165,000 for engineering to support parking, grading and a small splash pad concept; board members noted splash pads have high upfront and maintenance costs and asked staff to seek city cost-sharing for paving/engineering so the corporation could limit its capital outlay. On Arley White, members prioritized a restroom and solar lighting to serve new residential developments nearby and school expansions.
No formal appropriation beyond budget planning was recorded; staff will pursue grant opportunities and return with design and cost estimates for board review.
