Parks master plan and special CIP funding debated; council eyes grants and smaller upgrades

Parks staff presented a parks master plan and a sequence of playground, shelter and maintenance projects on July 15, asking the council to consider modest transfers from the special CIP (special projects) fund to cover shortfalls for certain park projects.

The plan focuses on smaller‑scale improvements across the park system — playground replacements on a 15–20 year cycle, picnic table and bench replacements, ADA sidewalk repairs and shade and fencing upgrades at several neighborhood parks. Staff also described a potential Oslund (community) grant opportunity for a $660,000 project with a 10% local match, and noted $60,000 in carryover that could be applied toward that grant application.

Council discussion centered on whether to use special CIP balances that have been accumulating (staff referenced the fund’s seed and recurring transfer revenue) for parks projects or to reserve that money for larger facilities such as a new city hall or fire facilities. One councilmember said she could not support moving special project funds toward parks if that reduced capacity to pay for larger facilities; others noted the parks plan was modest and intended to address long‑deferred small projects across the system.

Ending: Staff will proceed with grant applications where eligible, continue small park upgrades, and return with proposed transfers or revisions to the special CIP fund as part of the fall budget process.
