Council ratifies employment agreement with Bogdan Vitas Jr.; Vitas outlines priorities for next four years

The Moline City Council approved an employment agreement with Bogdan Vitas Jr. on July 8, 2025. The resolution passed by roll call after a motion by Alderman Finch; the vote was unanimous.
Vitas addressed the council and public following the vote, thanking council members, staff and the community for their collaboration since he started with the city on June 14, 2021. He said the organization has “great people in great places of leadership” and highlighted recent staff hires, including the newly sworn director of utilities, Laura Williamson.
Vitas described the next four years as the final stage of his long career, saying, “I’m looking forward to the next 4 years, which will be the last 4,” and emphasizing his focus on improving the quality of life for residents and supporting business growth as development progresses.
The employment agreement authorizes Vitas to continue as city administrator under terms approved by the council; the council took the formal vote in open session and recorded seven votes in favor. Vitas did not detail contract terms during his remarks.
Council members and staff expressed appreciation for his leadership; the agreement formalizes the city administrator’s position and authorizes him to continue leading staff and implementing council priorities.
