Council authorizes purchase of final I-74 bridge parcel from IDOT for $71,000

The Moline City Council on July 8, 2025, approved a resolution authorizing the city to purchase a single remnant parcel from the Illinois Department of Transportation (IDOT) related to the completed I-74 Bridge project for a fair market price of $71,000.
City staff told the council that during post-construction reviews IDOT determined it could not record the existing easements for the city’s public utilities that blanket the parcel, making the parcel effectively undevelopable while titled to IDOT. Staff said the approved council resolution and a subsequent purchase letter to IDOT will trigger deed processing at IDOT headquarters in Springfield; once deeded to the city, staff will record permanent easements for the underground utilities.
Staff also said the long-term plan is for the parcel to be sold to Riverstone Group, which has expressed interest in purchasing the property. The resolution directs city administration and the city attorney to pursue the acquisition and authorizes city officials to complete the transaction.
The motion to approve was made by Alderman Finch and seconded; council voted in favor and the resolution passed.
City staff will coordinate the deed transfer with IDOT and continue engineering work to establish permanent utility easements on the property after the sale is completed.
