Council approves rezoning for 69-unit Modern 2 project; staff seeks TIF boundary amendment

The Moline City Council voted to approve a rezoning request for property at 1212 and 1230 Sixth Avenue on July 8, 2025, clearing a key regulatory hurdle for the Modern 2 development and allowing the project to proceed toward detailed agreements. The ordinance to amend the zoning map passed after staff and the planning commission recommended approval.

City staff told the council the proposal from Illinois Domus 2 LLC, represented by Jim Thompson, would create 69 new market-rate apartments plus a commercial storefront. The rezoning staff report found the request met the criteria in the zoning code and aligned with the city’s comprehensive plan; the planning commission recommended approval by a 6–0 vote.

The rezoning is coupled with a resolution to induce redevelopment in the Moline Center TIF 13 area so the developer may incur pre-agreement costs while the city proceeds with a formal TIF boundary amendment. Staff said adding an adjacent parcel and roughly 1,000 square feet to the redevelopment area would “maximize the development area” and help finalize project economics before a development agreement is executed.

Council members expressed appreciation for the project and the developer’s work. Jim Thompson and city planning staff answered procedural questions; no substantive opposition was recorded in the council discussion. The motion to approve the rezoning was made by Alderman Finch and seconded by Alderman Macias; council recorded unanimous support when the item passed.

Plans for the site, including final design and any TIF participation, will advance in later meetings as staff and the developer negotiate the development agreement and the formal TIF boundary amendment.

For now, the council’s actions allow the Modern 2 project to move from concept to the next steps of permitting and TIF amendment work.
