Lycoming County commissioners voted to renew a four-year agreement with MPC to provide mail-ballot production and mailing services, officials said Thursday.

County elections staff told commissioners that after Act 77 increased the use of mail ballots, the county now sends thousands of ballots in peak election cycles and relies on firms with automated equipment to assemble and ship packets efficiently. The county’s presenter said MPC has provided those services for the last four years, that the vendor operates in Pennsylvania, and that its facility ships ballots directly to the Harrisburg postal sorting facility to minimize mail time for local recipients.

The presenter told commissioners that some competing vendors are based out of state and that MPC’s in-state location reduces handling steps and transportation complexity. Commissioners approved the renewal by voice vote; a roll-call tally was not recorded in the meeting transcript.

No changes to ballot content or local election procedures were described during the discussion. The agreement renewal was described as a continuation of existing services rather than a change in election policy.
