The Imperial City Council adopted Resolution No. 2025‑42 by a 4-0 vote to designate two city‑owned parcels as surplus land, a procedural step that opens the statutory notice and review process required before any sale or disposal.
"The adoption of this resolution would put us on a path that would allow you to ultimately dispose of two areas," said Morita, a city staff member who presented the resolution.
Morita described the locations covered by the resolution as one parcel in the vicinity of 0th and 13th Street and a triangular parcel at the south end of town near the Highway 86 merge — a site staff said is commonly used for campaign signs. The presenter emphasized that declaring the parcels surplus does not commit the council to sell or otherwise transfer the property; it initiates the notice obligations to specified agencies under the surplus‑land process and preserves the council’s discretion.
Council members asked whether the designation affected a nearby retention basin or the Imperial Avenue roadway; staff replied the action would not change Imperial Avenue or the retention basin at this juncture. Any future redevelopment or changes that affect Imperial Avenue would be subject to the city’s development review process, planning commission review, and subsequent council approval.
