The Salem City Council voted July 17 to approve first passage of an amendment to the zoning ordinance creating a Smart Growth Overlay District (40R) for the Salem State property in South Salem, advancing the project’s state review process.
Councillor Varela described the proposal as the next step in a multi-year process tied to the sale of the Salem State property and said the developers (represented in prior meetings by Avalon Bay/Prime Group) propose deeper affordability than typical. The amendment moves the application forward to the Executive Office of Housing and Livable Communities for 40R designation.
Councilor Marcello noted planning-department requested edits to definitions and procedural language, and requested the council send the matter to Ordinances, Licenses and Legal Affairs (co-posted) for further review before second passage specifically to examine language around parking maximums and the joint review process with the Design Review Board. The council approved first passage by roll call and agreed to send the requested planning amendments to committee before second passage.
No final zoning change was adopted at first passage; the measure proceeds through required committee review, planning-department edits and joint hearings before the council’s second passage vote and state 40R designation process.
