Commission recommends approval of mobile massage license, provisional home occupation and conditional massage use

The Columbia County Planning and Zoning Commission on July 17 recommended approval of several business permits and conditional uses related to personal‑service businesses.

Licenses and home occupation: Planning staff told commissioners Moosemake LLC (applicant Andrea House) met ordinance requirements for a mobile massage operator license; commissioners voted to recommend approval. Staff also presented a provisional home‑occupation application for Generations Land Co LLC (properties at 1511 and 1523 Old Aplin Harlem Highway) to store a truck, trailer and skid steer used for forestry mulching on the property; staff noted the storage area is screened by trees except for the shared driveway and that the business would operate off‑site, producing limited traffic. The commission recommended approval.

Therapeutic massage conditional use: Staff presented a conditional‑use application for therapeutic massage at 4210 Columbia Road (Building 15) in an existing professional office park; the applicant proposed to be the only employee and use a single private room. Because there would be no external site changes and the development is preexisting, staff said it had no objection and recommended approval. The commission voted to recommend approval of the conditional use (file RZ25‑71‑01 as recorded in the transcript).

Why it matters: These routine approvals allow small local businesses to operate within county zoning rules. The provisional home occupation and therapeutic massage approvals include conditions consistent with the county’s requirement that home occupations be incidental to residential use and produce limited external impacts.

Next steps: The Planning and Zoning Commission’s recommendations will be forwarded to the Board of Commissioners for final action on Aug. 5, 2025.
