Regional Mobility Authority reports $16 million pledge for Vias Overpass, submits Safe Streets application

The Regional Mobility Authority told the MPO Policy Committee that $16 million has been pledged to the Vias Overpass and that the agency submitted a Safe Streets for All implementation grant with TxDOT and the City of Laredo.
The RMA representative said the Vias Overpass is not fully funded in the Unified Transportation Program to be adopted by the state in August, but that $16 million is pledged to the project and the RMA will seek gap funding once the UTP is adopted. The RMA also said Springfield 4 is complete and will hold a ribbon-cutting at 9 a.m. Monday; Concord Hills plans are at about 90% and three landowners have agreed to convey property. The RMA reported that the South Laredo TRZ (transportation reinvestment zone) moved into implementation and the North Laredo TRZ requires execution of an interlocal agreement (ILA).
Roman Chavez, assistant city manager, asked about the North Laredo TRZ ILA status and said he would follow up; later in the meeting Melissa (MPO staff) confirmed the ILA is fully executed and corrected the earlier statement on the record.
The RMA representative said two large projects — the ASU project and Safe Streets for All — have extensive updates in the RMA packet and that they expect to learn grant-award results for Safe Streets funding in February. The representative also noted ongoing coordination with TxDOT and city partners on project delivery and land acquisition.
