Town approves $1.34 million sewer lining contract, orders two replacement lift-station pumps

The Highland Beach Town Commission on July 15 approved two sanitation items: a contract not to exceed $1,342,000 with Insituform Technologies LLC for sanitary sewer rehabilitation using a trenchless lining method, and the purchase of two replacement pumps from Xylem Water Solutions USA for lift stations No. 1 and No. 3.
Town staff said the Insituform lining will be installed in segments (about 500 feet at a time) and is designed to add roughly 50 years of service life to aging pipes with minimal surface disruption; bypass pumping will be used so customers should not experience sewer service interruptions. The contract is being executed under a cooperative purchasing agreement (OMNIA Partners contract number 23-065-PW), which staff said enabled a lower project cost than an earlier design-bid-build estimate.
The commission also authorized the sole-source purchase of two replacement pumps from Xylem for $149,179, noting the units are reaching end-of-life and were budgeted for in the capital plan. Staff said the pump replacements are consistent with preventive maintenance and will reduce the risk of emergency failures.
Both items passed on roll-call votes. Staff said the lining work will begin as soon as contractor mobilization and right-of-way clearances allow, and they are discussing sequencing with FDOT so the lining contractor and FDOT resurfacing/driveway work can be coordinated to minimize conflicts.
