FDOT Triple R project: Highland Beach contractors report Sept. 17 completion; residents raise driveway, pitch and material concerns

Town staff updated the commission on the Florida Department of Transportation's Triple R project on State Road A1A and said the contractor is targeting Sept. 17 for completion after 38 rain days delayed the schedule. Staff said the project has finished French drains and still requires a final wearing layer on the road.
Commissioners and staff reported widespread driveway-pitch issues; staff said the contractor has authority from FDOT to address driveway conflicts site-by-site but proposed using asphalt to repair many driveways rather than returning pavers or preexisting materials. Several commissioners and residents said property owners already have replacement materials staged and do not expect asphalt; staff said a follow-up meeting with FDOT and the contractor is scheduled to discuss material choices.
The update said crews are still adjusting driveway elevations and pitches, and about 60 to 70 percent of roughly 280 driveways have pitch-related issues that require field work. Staff also reported the project will install embedded crosswalk lights and an overhead crosswalk system in some locations; those lights may require minor raising to accommodate corrected driveway pitches. Staff said the contractor and FDOT have given preapproval to address driveway work case by case and that staff will press for restoration using the materials homeowners expect where feasible.
Commissioners and staff raised safety and flooding concerns during heavy rain: recent storms produced roadway runoff the project is designed to mitigate but transferred some pooling to the east side and to the shared-use pathway in places. Staff warned the raised roadway profile can increase flooding on the pedestrian/bike path in lower areas and said the town will monitor those conditions and press FDOT on final pathway grades. Commissioners asked staff to seek prompt clarification from FDOT about driveway finish materials and to seek removal of plastic pedestrian bollards that have repeatedly been struck by traffic.
Staff said FDOT's work includes sidewalk and crosswalk repairs; in-field adjustments will continue. The commission requested staff to press the contractor and FDOT to honor pre-project material expectations for driveways and to provide residents with status updates after the planned follow-up meeting.
