Resident group urges mixed-use option for Route 120 rezoning

Liz Nelson, a member of Joining Forces for Affordable Housing in Gurnee, urged the Village of Gurnee Planning and Zoning Board on July 16 to consider mixed-use development as part of a proposed zoning change for property on Route 120.
Nelson said the change under consideration on the board's agenda (item 7) would reclassify a single-family area to commercial and that a mixed-use plan with ground-floor commercial and one or two floors of multiunit housing could help meet local needs. "Developing this property is mixed use commercial and residential with commercial property on First Floor and then multi unit housing on 1 or 2 additional floors would help to meet the housing need," Nelson told the board.
Nelson cited a Lake County partners housing analysis from 2023, saying it showed demand for about 7,900 housing units for seniors and families. She described the site near I‑94 as attractive for workers commuting to employment centers in Gurnee and Waukegan and urged the board and developers to consider combined commercial and residential uses.
The remarks were delivered during the board's public-comment period for items on that night's agenda; the board did not take action on the zoning map amendment during the meeting. Nelson identified herself as working with Joining Forces for Affordable Housing in Gurnee and spoke only during public comment.
Board procedure: the board will handle the formal public hearing on the rezoning request as part of the hearing process for the agenda item, and Nelson's remarks were recorded as public comment on the agenda item.
