Laramie planning commission recommends Title 15 updates to align with 2024 ICC codes

Philip Gavatula, planning manager for the City of Laramie, told the Planning Commission on July 14 that staff proposed a text amendment to Title 15 of the Laramie Municipal Code to align local regulations with 2024 International Code Council (ICC) standards recently adopted by the state of Wyoming. The commission voted unanimously to recommend approval to the City Council.

The amendment updates requirements for building, plumbing, fuel gas and mechanical systems and includes local clarifications. Staff highlighted two site-specific changes mentioned in the meeting: mandatory use of purple primer for underground sewer connections and adjusted allowances for air testing. The proposal also includes other technical edits to match the 2024 ICC model codes as adopted by the state.

The commission approved the agenda and minutes at the start of the meeting and then considered the code amendment as its first substantive item. The unanimous recommendation forwards the amendment to the City Council for final action; the council will consider the text change under the city’s normal ordinance-adoption process.

No public non-agenda comments were recorded during the meeting and no citizen speakers spoke specifically on the code amendment during the session. Staff characterized the edits as technical and code-alignment changes; the commission did not record any motions to alter the substantive scope of the amendment before forwarding it to council.

The commission is scheduled to staff an outreach booth at the Laramie Farmer’s Market on Aug. 15 as part of ongoing public engagement on planning topics.
