The Washington County Land Use and Planning Committee on July 17 adopted Resolution 2025‑2 to amend the county comprehensive plan land use map and then recommended approval of two certified survey maps (CSM 7398 and CSM 7399) that create several lots along a shoreline in the Town of Trenton. Staff explained the amendment changes a parcel’s county land-use designation from medium-density residential to suburban-density residential so that four lots in the shoreland zone can be consistent with the comprehensive plan. County staff told the committee the Town of Trenton had already updated its land-use map and that the county amendment is intended to conform the county plan to the town’s earlier change. Staff said the subdivision work was recorded at the register of deeds before county review; the developer paused sale and other activity after the county discovered the recorded CSMs. Staff described the application as an after‑the‑fact matter and said the four lots that fall inside the shoreland district (average 1.5 to 2 acres) require county approval for legal status. Staff recommended approval with conditions: (1) obtain required shoreland permits for building activities on shoreland lots; (2) obtain stormwater management permit or waiver; and (3) the county board must adopt the comprehensive-plan amendment before any sales proceed. The committee adopted the resolution to amend the comprehensive plan and then approved the ordinance amendment and the two CSMs with the conditions described; motions were made on the record (motion by Supervisor Mary, second by Supervisor Krebs for the resolution; motions and seconds recorded for subsequent items) and the committee voted in favor. Staff said the approvals would be contingent on the county board’s formal adoption at the next board meeting (approximately Aug. 14), and that lots outside the shoreland district may proceed without county review.
