The Planning Commission on July 15 reviewed a draft capital facilities element and agreed to schedule a joint session with city council to present the full comprehensive plan draft. Donna Keeler, a consultant with Facet, said the capital facilities chapter is "also a required element of the comprehensive plan" and outlined its contents, including inventories, future needs and a six‑year financing plan.
Commissioners asked about consistency of population and facility data across agencies. Keeler said the school district and city should use the same state population forecasts: "they should be using the same population data that we're getting from the state, from OFM, Office of Financial Management." Commissioners noted the library and school district maintain separate capital plans and that some sections may be removed or rewritten because those entities do not own the facilities referenced in the old draft.
Staff and commissioners discussed outreach and scheduling. Keeler and staff proposed a joint meeting with city council on Aug. 19 to present the combined draft; commissioners discussed holding an open house for public comment and a subsequent public hearing in September with a possible council decision in October. Staff advised at least two to three weeks of advertising for any open house.
Commissioners recommended expanding public outreach channels beyond the city’s social accounts. Suggestions included using the police Facebook page, a distribution email list, utility bill mailings, library venues, flyers and school district communications. Commissioner Sexton recommended coordinating with Ruth Richardson at the school district to reach families through the district’s weekly email and text notices. Staff agreed to explore multiple channels and to place a sign‑up or contact form more prominently on the city website.
At the workshop commissioners also identified typographical and factual corrections to the draft — for example, spelling of local names and a numeric transcription error in a service paragraph — and asked staff to fix those before the joint meeting. No formal votes or capital allocations were taken at the July 15 meeting; staff recorded the item as a workshop review and next steps for public engagement.
