Council adopts 2025 CDBG annual action plan totaling about $411,100 for housing, parks and homeless services

Mayor and council adopted the City of Grand Junction’s 2025 program year Community Development Block Grant (CDBG) annual action plan on July 7. Kira Auld, the city’s CDBG and housing program specialist, presented the plan and said the city has been eligible for CDBG funds since 1996. The draft plan was released for a 30‑day public comment period from June 6 to July 7; Auld said no public comments were received during that period. Council approved the funding allocations the city had previously approved on June 4. The total 2025 program year allocation presented in the meeting materials is $411,100.22 and is distributed as follows: administrative costs at the maximum allowed 20% ($81,536.80); parks and recreation equipment and improvements ($50,000); affordable housing incentive to cover sewer and water tap fees ($218,410.82); and homeless services and capital projects ($61,152.60). Auld said the plan will become program‑year active once HUD accepts the plan and releases entitlement funds. A council member praised staff for concentrating the CDBG funding into fewer activities to reduce administrative burden for small nonprofit partners while concentrating impact on housing, parks and services for people experiencing homelessness. Council adopted Resolution No. 44‑25 to approve the 2025 annual action plan by motion; the vote was 7–0.
