Council aligns MUSA boundary with Met Council maps so six acres can access sewer

The Eden Prairie City Council voted Tuesday to amend the city guide plan to match the Metropolitan Council’s municipal urban service area (MUSA) boundary near the Del Road improvement project, a change staff said is required to secure a sewer extension permit for properties that were mapped outside the city’s prior MUSA boundary. City planning staff said the discrepancy surfaced during review of the Del Road sewer extension permit and that seven properties south of the city’s previously mapped MUSA line were effectively outside the city’s documented service area. The council’s resolution adopts the Met Council’s MUSA boundary and changes the guiding for the six‑acre area between the two lines from rural to low‑density residential. Julie, planning staff, explained, "The Met Council has documented a different MUSA boundary and the amendment before you asks you to accept the Met Council's documented MUSA boundary and then also make a ... adjustment to the low density residential guiding for those properties." The planning commission unanimously recommended approval on May 27. Council members asked about mandatory hookups. Public works/planning staff said there is no immediate mandatory connection; properties may connect when they choose. ‘‘If their septic system were to fail, then we would look at requiring them to hook up,’’ staff said. With council approval, staff said it will submit the amended guide plan to the Metropolitan Council so the Del Road sewer extension permit can proceed.
