The Board of Commissioners on July 17 reviewed an HR recruitment report and approved several personnel-related contract buyouts and exception requests that staff said are steps toward increasing permanent hires and reducing agency costs.
In an informational HR recruitment report, staff said from July 1 to the meeting date they had conducted 40 interviews and extended offers for a range of positions including LNA/LPN/RN roles, unit manager and housekeeping vacancies. Commissioners noted that recent wage changes have improved recruitment and that staff were actively tracking agency usage and costs.
Formal actions recorded during the meeting included motions to approve contract buyouts and placement fees for MAS Medical Staffing and Factor Health Care LLC (motions approved). Commissioners said buyouts were being used as a tool to convert higher-cost agency staff into permanent county employees; HR staff said they negotiate placement fees and attempt to reduce agency costs when possible.
Other personnel actions approved or discussed included internal-only job postings for a deputy county attorney position under Chapter 10-3 recruitment procedures, revised shift differentials for nonunion nurse managers and unit managers (revisions moved to $2.00, $2.75 and $3.50 as part of the approved motion), and several leave and benefits enrollment exception requests for long-term care employees. Commissioners recorded votes in the public record approving those items.
Discussion vs. decision: The recruitment report was informational; contract buyouts and the personnel-policy exception requests were formal actions the board approved. Commissioners emphasized the board's interest in shifting from agency staff to direct hires to reduce costs and improve retention.
