South Lebanon outlines street projects; Hobart Street gets CDBG award, Morrow Road work continues

City public works and administrative staff updated the South Lebanon City Council on July 17 about upcoming street projects, grant funding and erosion problems linked to nearby development. City Administrator Jerry Havocs said Warren County commissioners awarded Community Development Block Grant (CDBG) funding for the Hobart Street project and that the city anticipates moving that work to 2026. "I think it was a 113,000," Havocs said regarding the approximate CDBG award amount. He told council the Hobart Street project will likely be scheduled for next spring and that the city plans to reassign funds originally set for Hobart to other work this year. Public Works Director Harry Hobart described current and planned pavement work: Forest Avenue (underground preparation before a later start date), Vista Ridge Drive (milling from Snook to Bella Vista Drive with millings reused on a parks parking lot), Zorro (about 2,000 feet of milling and filling from Main Street north) and the ongoing Morrow Road project. Hobart said Fillmore Construction is on schedule installing storm infrastructure, with upcoming concrete curb and walkway work; crews will replace sidewalks damaged during construction and proceed with a phase 2 effort to install new carbon gutters. Hobart also reported erosion and drainage problems at River Creek caused after a developer widened an adjacent road. He said the project began with relocation of a gas line by Duke and that increased pavement and altered slopes have intensified runoff. The city has requested the developer install additional rip rap and extend piping to carry flows away from the pavement edge to prevent undermining of the road. Council members asked about scheduling for Forest Avenue; Hobart said a start date is not yet set while underground work proceeds and promised to notify council when dates are finalized. Several paving phases are scheduled between July and November, and staff said project maps and detour information will be posted on the city's website.
