Milu Lovaro, director of community development, presented the plat and explained it comprises about 91.1 acres that will be divided into 245 lots, four blocks and nine reserves. Lovaro told the commission that the developer is still completing infrastructure work and that staff has not yet received a letter from the city engineer verifying inspection and approval of public improvements. She said those items should be addressed prior to city council acceptance and recommended that commissioners make the staff conditions part of their motion.
A commissioner asked whether there is a deadline for the developer to finish work. Lovaro explained that while state statute imposes timeframes for plat processing in some cases, final plats are not considered complete until infrastructure is near acceptance and the city has performed a final walkthrough; she summarized the response as "yes and no" and clarified the practical approach is to ensure infrastructure is substantially complete before acceptance.
