The Herriman City Planning Commission unanimously approved an amendment to the conditional use permit for the Main Street Meets development at Rockwell Landing, after the developer discovered an unrecorded utility easement and adjusted the site plan. Clint, a planning staff member, told the commission the developer found “a large easement that they were not aware of” while preparing the site, and had to change the approved plans to avoid infrastructure and tree plantings within that easement. Planning staff recommended approval subject to the same conditions carried from the original approval, and the commission agreed. The applicant’s civil engineer, Brandon Lundeen of Diversified Design Services, described the discovery in more detail and said crews were told to "stop" digging after finding high‑pressure gas lines on the west side and major water reclamation/aquifer facilities to the east. Lundeen said the design team shifted and tilted the building slightly to increase clearance, removed retaining walls in the easement area and planned shrubs instead of large trees. ‘‘We just tilted the building, shifted a little bit, so we have more clearance and not as no retaining walls there,’’ he said. Clint told commissioners the revised plan reduces parking by about five to seven stalls (from more than 20 originally) and that landscaping must still meet a 50 percent live‑growth coverage requirement; staff said the building elevations remain unchanged and that the pedestrian crossing material condition from the previous approval will be met through permitting. Commissioner Heather moved to approve the amendment; Commissioner Brody seconded. The roll‑call vote was unanimous in favor and the motion passed. The approval carries the original conditions forward and requires that the landscaping and pedestrian crossing details be verified in the building‑permit process. The applicant will return with final permit documents and will not construct infrastructure in the recorded easement area.
