Commissioners agree to pursue acceptance, repair plan for unmaintained subdivision roads; staff to return with deeds and cost package

Commissioners told county staff Thursday to develop a full package for taking over and repairing roads in multiple unmaintained subdivisions and to return with deeds and cost estimates for final action.

Public works staff presented design options and cost estimates for several subdivisions the county identified as high priority, including Arcadia, Half Moon Plantation, Veil, Cross Creek, Bridal Land and the Trails subdivision. The department estimated roughly $4.8 million in work needed on an initial set of subdivisions; officials said additional subdivisions (Cross Creek, Bridal Land and others) would require separate, smaller budgets.

Throughout a lengthy exchange, commissioners and staff debated whether to perform limited temporary repairs to make roads passable while development continued, or to undertake full reconstruction now so surfaces would hold up under existing traffic and future construction traffic. The county engineer cautioned that temporary patches on roads with poor base materials can fail quickly and produce higher long‑term costs.

Commissioners noted prior votes to accept certain roads — for example, Arcadia — and asked staff to proceed with deed preparation. Several commissioners emphasized the board’s earlier decision that the county intends to accept multiple subdivisions, not just a single road, and asked staff to bring a comprehensive package rather than piecemeal items. Commissioner comments stressed the need to prioritize work and to consider phased approaches where feasible.

Staff said they would work to resolve right‑of‑way ownership questions and to present a prioritized plan and financial options. The staff presentation identified potential approaches: (1) full depth reclamation similar to recent work on Bacon Town Road but with reduced section thickness to lower cost; and (2) targeted repairs to make roads passable until funds are available for full upgrades. Staff also said they will return with clearer right‑of‑way ownership documentation and deed instruments for roads where the county previously voted to accept maintenance responsibility.

No binding appropriation vote was taken at the meeting. Commissioners instructed staff to prepare deeds and a consolidated package of the subdivisions with recommended priorities and cost estimates for future consideration.
