Plan Commission recommends rezoning to B-2 for Center Main LLC; owner outlines plans for antique mall and upstairs renovation

The Plan Commission recommended that the Village Board approve Ordinance 25-09 to rezone Parcel V 300400 A from Planned Unit Development (PUD) to B-2 downtown business district at its July 17 meeting. John Bagley, owner of Center Main LLC, told the commission he and a business partner intend to convert the building into a two-story antique mall with a small beverage service and a reworked second floor. "We bought the building about 2 years ago, and we wanted to bring in the Jackson kind of the old town feeling," Bagley said, describing plans for antiques, a sitting area near the railroad tracks and ADA-compliant access. Commissioners confirmed that, at this stage, the item was a zoning decision and that code compliance, construction plans, and parking will be reviewed when the applicants submit construction plans. Village staff and the applicant said construction plans would be required and would be subject to code review by staff and the municipal engineer. The motion to recommend rezoning was made and seconded; the commission voted in favor. The rezoning will allow the owner to pursue building and construction permits under B-2 rules. The owner said he had worked with Envision Architects and will return with construction and parking plans for staff review. Any required construction approvals, code-compliance checks and permit reviews will occur after the Village Board acts on the ordinance.
