The Plan Commission recommended the Village Board approve Ordinance 25-08 to amend Section 48-155(c) of the PUD to allow drive-through operations as a conditional use for Parcel V 3047700 K, a change proposed by Carne Properties LLC. The applicant’s representative, Mr. Hertzfeld of Design to Construct, described plans for a two-tenant building west of an existing car wash and said the new building would include circulation to a drive-through on the west side. "They're stacking for about 6 or 8 cars on the back of the building here," he said, describing queuing for the drive-through. Commissioners discussed parking and site circulation; Mr. Hertzfeld said the proposed parking exceeds code requirements for a half-restaurant/half-retail scenario and that circulation between existing diesel pumps and the building would allow vehicle access. He also confirmed the item before the commission was a zoning change and that the applicant would return for conditional use and site plan review. Commissioner Molconteen moved to recommend approval of the ordinance amendment; Commissioner Hoffmeister seconded. A member of the commission stated, "I abstain," during the vote; otherwise the motion carried. The commission directed that the conditional use and site plan review be completed with engineering input when the applicant returns. The change amends authorized uses within the PUD to allow drive-through operations as a conditional use; subsequent conditional use/site plan review will determine technical site controls, parking counts, circulation, and any conditions the Village Board imposes when it takes final action.
