The Downtown Design Review Board postponed consideration of modifications to a previously approved Certificate of Appropriateness for 721 Oglewood Avenue after the building inspector flagged construction that deviated from the approved plans.
Staff explained the current submission sought to modify window groupings, porch supports and foundation details from the previously approved design. Among the changes the applicant requested were single instead of paired windows, replacement of a multi‑pane fixed window with a slider and use of a concrete block foundation rather than brick piers. Staff recommended approval if the installed windows and door trim matched the approved plans, final siding met clapboard specifications, and site work including a walkway and alley parking were completed.
The contractor present, Daniel Fielden, told the board the home’s front porch is built on a ground‑level slab and that the owner did not want the side dormer and a chimney that had been included in earlier plans. Board members said the changes removed some of the contextual details that helped the house fit the neighborhood and emphasized that the board approves projects based on submitted drawings. Members repeatedly requested accurate as‑built drawings and said inspectors need correct plans to evaluate the work in the field.
Board members concluded that the packet did not accurately represent how the house would appear once finished and voted to postpone the case to the August meeting to allow the applicant to submit revised, accurate drawings showing the actual foundation, porch and other field conditions.
