On July 1, 2025, the Fargo Planning Commission approved a zone change for three lots in the RLN Business Park Second Edition, rezoning the property from GI (General Industrial) to LI (Limited Industrial). The decision was unanimous and came after staff and the applicant described the request as a technical change to allow more practical building placement.
The change affects three lots near 40 Sixth Avenue South in an industrial area. Donald Kress of the Department of Planning and Development told commissioners that the site currently stores industrial trailers, equipment and materials but contains no permanent development. "Staff supports this request for just a zone change to LI," Kress said, noting that GI requires 50-foot setbacks along streets that would significantly reduce developable area.
Commissioners did not receive any public testimony on the item; the public hearing was opened and closed with no speakers. The commission then moved and seconded approval of the staff recommendation and took a roll call vote. The vote for approval recorded the following yes votes: Rosenberg; Betlock; Hess; Moes; Gly; Schmidt; Georgi; Stauffrin; Tossett. The motion carried and the rezoning was approved.
The applicant, represented at the meeting by Andrew Phil of Lowry Engineering, did not propose a particular use that required GI zoning; instead, the rezoning to LI is intended to allow development with smaller street setbacks. Staff noted the property is in the same ownership and neighborhood as a previously considered industrial park expansion at 40 Sixth Avenue that had been recommended for approval in a prior meeting.
Because the action was a straight zone change with no site plan approval before the commission, no additional conditions or amendments were recorded at the hearing. Any future development proposals on the rezoned lots will be processed under LI standards and applicable Fargo development regulations.
