Board endorses one‑member, one‑vote approach and adds supermajority items to bylaws

One board member said the one‑vote approach eases tallying and avoids repeated weighted calculations; others noted the supermajority with Fargo/Grand Forks affirmation functions as an additional safeguard for large users.

The Board voted to move the revisions forward (first reading to follow after required notice periods); by roll call the motion carried. Counsel said the bylaws require 30 days prior to first reading for secretary submission and 15 days prior to distribute to members; staff will meet those requirements before the first reading.
