Steve Burien, the Board's user engagement presenter, reported that Walsh Rural Water District and Agassiz Water Users District signed memoranda of commitment since the last meeting, and that Northeast Rural Water District voted to sign a memorandum for 3.2 cubic feet per second at a meeting the morning of the board session.
Burien said the Board had elected a "middle of the road" user engagement approach that continues outreach to entities still on the fence, with targeted contact rather than an all‑out recruitment push. He listed remaining prospective participants: Ransom County (meeting July 1), Traill County (meeting July 15), Dakota Rural Water users in the Findlay/Sharon area, Ellendale and Oakes (cities), and Devil's Lake, all of which staff will continue to contact.
The Board took a single motion to approve three MOCs on the consent slate; the roll call vote carried. Burien reminded the Board that the initial seven financial commitments included Fargo, Grand Forks, Hillsboro, Mayville, Cooperstown, Carrington and Valley City, and he noted ongoing coordination with counties and additional rural districts.
Less critical: Burien said the user engagement adjustments have "reduced the spend probably almost tenfold" compared with more aggressive outreach.
