Kip Cobar, providing the construction update, said contractors have completed major pipeline and discharge structure work in multiple contracts and that crews have begun filling and hydrostatic testing on Contract 5B.
Cobar said Contract 5D has installed 6.3 miles of the 10 miles planned, 5B has all pipe in the ground and is in restoration, 5C has 3.7 miles in and is working through deep sections that require concrete encasement, and 6A has started topsoil stripping with pipe deliveries expected within a week. He said Karstenson (Contract 5D) installed about 2.2 miles of pipe in the early season and that right‑of‑way work is nearly complete; staff reported four remaining landowners to resolve alignment tweaks.
The board reviewed a draft 2025–27 binding work plan staff labeled at about $273,000,000 that includes pipeline contracts 6B (about 9 miles), 6C (about 8 miles), and 7A (about 6.5 miles) and site work to build an access road and start the water‑treatment plant. Staff said bidding could begin this fall once the board gives a green light and that advertised bids require multi‑week advertisement windows.
Why it matters: staff told the board if Series F funding is approved as an "up to" amount, the full suite of contracts could be bid and awarded; if the Board trims local allocation the program would scale back and the bid plan would be adjusted. Board members asked how many projects could be bid; staff answered the full set could proceed if local and state cost share were available.
