An unnamed police department representative told the Police Advisory and Oversight Board on June 12 that the mayor intends to place an item on the June 23 Fargo City Commission agenda to rescind the ordinance that created the Police Advisory and Oversight Board.
The staff member said the agenda for the June 23 commission meeting will be published on Friday the 20th and that, if the commission moves to rescind the ordinance, it would still require first and second readings. "There is a first and second reading piece that that ordinance would have to go through the commission before it was fully rescinded," the staff member said, and that the second reading could push final action to about July 21.
The potential rescission matters because it would dissolve the board created by that ordinance. Tanya Greenland, the board chair, opened the June 12 meeting and led members through routine business before staff delivered the update about the commission agenda. Greenland did not announce any board action to resist or respond; her remarks focused on logistics and next steps for the advisory board should the commission act.
Board members amended the June 12 meeting agenda to remove discussion of board member terms. That amendment was adopted by voice vote at the start of the meeting. No formal board action was reported at the June 12 meeting to prevent or delay the commission item.
The staff member said the timing for future board meetings depends on the commission’s action. "I would anticipate that if they motion to rescind the ordinance, we likely would not meet past that date," the staff member said, but added they would confer with the city attorney for definitive guidance.
The June 23 commission agenda item is expected to be published on June 20. The board will be able to determine next steps — including whether it will continue to meet — only after the commission acts and any required readings are complete.
