The Topeka governing body on July 15 approved rezoning of a roughly 16-acre tract near the northwest intersection of Lyman Road and Veil Avenue from R-1 single-family to M-1 two-family to permit construction of 40 duplexes (80 units).
Dan Warner, planning division director, said the property has been undeveloped farmland, was subdivided in 1995 for single-family use, and that the developer proposes duplexes requiring the M-1 two-family zoning. The applicant held a neighborhood information meeting and the planning commission recommended approval in June; staff recommended approval as well.
Councilmembers made required disclosures of ex parte communications, indicating they had received emails and questions from residents but could consider the matter impartially. Councilmember Valdivia Acala moved to approve the Planning Commission recommendation; the motion carried 9-0.
Staff said the rezoning is intended to add housing supply on land that has remained vacant and noted standard site-planning and permit processes will guide specific design and infrastructure details.
