Commission hears program updates: inspections, grants balance, Los Tapatios plaque and a proposed NAU student partnership

At its July 16 meeting the Heritage Preservation Commission received administrative updates on ongoing grants, inspections and program activity and approved a memorial plaque and mural treatment for a completed restaurant grant.
Staff reported four recent site inspections and several closed-out grants. Notable updates included foundation stabilization work completed at 803½ West Aspen and near-complete work at the England House, where contractors uncovered salvageable stone under a porch. Staff said the England House team is pursuing custom window fabrication for nonstandard openings.
On program dollars staff told commissioners the Heritage Preservation grant fund had approximately $140,000 available at the start of the new fiscal year; after the $10,000 award for 123 South Beaver that fund will be reduced by that amount. "We have a $140,000 remaining to award this year," staff said during the presentation.
The commission approved a plaque and mural at a downtown restaurant location (Los Tapatios) as part of previously required mitigation and received photos of the installed mural and the approved plaque text.
A NAU lecturer, Taylor (lecturer, NAU Department of English), presented a proposal to give groups of freshman students community-based research and proposal-writing assignments tied to city commissions and local projects in spring 2026. Taylor said the class would prepare small, feasible proposals (timeline, budget and stakeholders) and asked commissions to be willing to receive student questions, offer brief guidance or present to a class. Commissioners and staff encouraged Taylor to coordinate with staff before the semester and suggested students could watch archived commission meetings before attending in person.
Staff also reported recent section 106 consultations on federally related projects: a negative archaeological survey for the Killip School regional detention basin and ongoing review for the Downtown Mile project (Federal Railroad Administration lead agency); the city also received notice of a monopine wireless site at Puente Elementary (FCC notification) that resulted in concurrence.
Commissioners scheduled procedural follow-up: staff will share onboarding materials and training videos again and the commission requested a future work session or refresher on the development review and certificate-of-appropriateness process so members are more comfortable with steps and roles in complex cases.
