The Heritage Preservation Commission on July 16 approved a level 1 historic signs and facades grant application to fund window replacement at the Flagstaff Christian Fellowship, 123 South Beaver Street.
Staff described the application as a "level 1, which is a $10,000 historic signs and facades grant application for window replacement at the Flagstaff Christian Fellowship at 123 South Beaver Street." Staff explained the congregation cannot source the building's original yellow textured glazing and plans to replace windows with wood frames, divided lights and clear glass, retaining original light patterns and paint color where possible. Staff added that the applicants chose a level 1 award rather than the $20,000 level 2 because exact, custom fabrication to replicate original hopper-style openings would be prohibitively expensive.
Commissioners asked technical and material questions about whether the existing windows are wood or metal-clad, how the replacement windows will open (casement versus hopper), and whether the replacements will be wood or wood-clad. Staff said the applicants plan to retain wood divided-light windows with a modern dual-pane upgrade and that the primary visual differences would occur when the windows are opened.
After brief discussion a motion to approve the level 1 grant carried. Staff noted the city has sufficient grant funds in the new fiscal year to award the project; at the time of the presentation staff said, "we have a $140,000 remaining to award this year." The $10,000 award reduces the available fund balance to be administered by staff for 2025–26 grant rounds.
