Staff presents draft Monroe School overlay district; landmark nomination and design standards discussed

The commission heard a staff presentation on a proposed overlay district intended to support a historic nomination for the Monroe School (part of a serial nomination that includes the Brown v. Board site) and to provide local regulatory protections for surrounding blocks.

Staff said the overlay is intended to be an additional layer over existing zoning (not a replacement) and would limit certain industrial and automotive uses, outdoor storage and high‑height structures in parts of the boundary that could affect the school’s setting. The draft proposes a 32‑foot maximum building height where appropriate, limits on visible outdoor storage (screening and setback requirements), and controls on fence height along specific street frontages to preserve the school’s visual context.

Commissioners asked about the overlay boundary and buffer, whether properties outside the red boundary but inside the broader notification bubble would be affected, and whether existing nonconforming uses would be grandfathered; staff confirmed existing lawful uses would remain but future expansions would be limited by the overlay. Staff said the item will return for a public hearing next month following certified local government review by the Landmarks Commission.
