The Planning Commission voted to rezone approximately 3.8 acres at the northwest corner of Southeast 20th and Adams from residential districts (M-1/M-2) to C-2 commercial to allow development of a gas station and convenience store, subject to a staff‑recommended exclusion of a small parcel along Madison Street to preserve potential duplex frontage.
Planning staff recommended approval with the condition that a red portion identified in the staff report—an M‑1 duplex parcel at the corner of Madison and 20th—be excluded from the rezoning so it could remain available for a duplex or similar residential infill. Staff noted existing sanitary sewer mains through the site would constrain layout and that entrances, utility relocation costs and traffic engineering would shape the site design.
Applicant representative Tyler Wybel of Weibel Property Development said the team has been working with traffic engineering and plans to address access and safety. Multiple public commenters, including Jonathan Smith of the nearby Central Highland Park neighborhood, supported the investment but urged careful design for vehicle entrances, pedestrian crossings and mitigation of lighting and noise for adjacent residences. Angela Bodd, a longtime resident, described recent serious pedestrian fatalities and asked for widened sidewalks, crosswalks, fencing and lighting if a 24/7 use is approved.
The commission approved the rezoning at roll call. One commissioner recorded a no vote; the motion carried.
