The Citizens Government Review Committee met for its tenth and final scheduled session to approve the form of its draft report and to organize the presentation that will accompany delivery of recommendations to the governing body. Committee members and staff agreed on a four-part structure — introduction, a short summary of recommendations, full issue papers, and a conclusion — and resolved several format and editorial questions before the report is posted with the governing body agenda.
The meeting focused on how summaries and full issue papers should relate. Committee chair Caut and committee members pressed for consistency across the seven recommendation topics; several members argued the summary page should be concise while the issue papers hold full context and evidence. "If I were on the governing body looking at a recommendation form, I just wanted a short form," Committee member Brian said during discussion of the presentation approach.
Committee members also decided to include a memorandum prepared earlier by the city attorney’s office as Attachment B to the June 4 minutes so it remains part of the permanent record. A motion to include the memorandum was offered and approved; the minutes were then approved as amended. Staff said the finalized report and an edited PowerPoint will be posted with the governing body agenda mid‑afternoon the following day and that the communications team will operate the slide deck during the presentation.
On presentation logistics, staff proposed a short slide set with one or two simple bullets per recommendation to guide the governing body and the public; members agreed the presentation should be concise and offered to attend the governing body meeting to answer questions. The committee discussed a suggested 10‑minute guideline for the presentation, with questions to follow during the governing body's agenda item for receipt of recommendations.
The committee also reviewed housekeeping items: correction of conferee names and titles in the report, consistent use of the term "governing body" (rather than "council") where appropriate, adding an acronym glossary, and confirming which conferees provided written comments versus oral testimony. Brenda (staff member) will implement the edits and circulate the final draft for one last review before public posting.
Ending: The committee adjourned after a final check of edits and confirmed members plan to attend the governing body meeting for the formal delivery of the report. The packet and the short PowerPoint were scheduled to be posted publicly the afternoon before the presentation.
