Council sets July 15 public hearings for proposed CID and TIF at Thirtieth & Topeka Boulevard

On June 29 the Topeka governing body set public hearings for July 15 to consider a proposed Community Improvement District (CID) and a Tax Increment Financing (TIF) redevelopment district for about 2.66 acres at the Northeast corner of Thirtieth Street and Topeka Boulevard.
Rhiannon Freeman, director of Planning and Development Services, explained the items were procedural resolutions to set the July 15 public hearing date. For the CID she said the resolution "is to simply set the public hearing for July 15, for a proposed CID" for approximately 2.66 acres at the site. For the TIF she noted the site currently does not fall within an existing TIF district and the resolution would set a public hearing under the applicable Kansas statutes. The city manager introduced both items as coming pursuant to KSA 12-6a26 (CID) and KSA 12-17a70 (TIF) as recorded in the staff report.
Both resolutions were approved by motion and recorded as unanimous among the ten voting members present; each vote carried with a recorded tally of 10 yes. The public hearings are scheduled for the July 15 meeting so that members of the public may comment before the governing body considers creation of the districts.
Ending: Staff will prepare materials and notices for the scheduled July 15 public hearings on the CID and TIF proposals; interested residents and affected parties will have an opportunity to comment at that hearing.
