The Oldsmar City Council on July 15 authorized the city manager to certify a proposed 2025 millage rate of 4.05 mills to the Pinellas County property appraiser. City staff told the council that the rollback rate — a calculation of the millage that would generate the same ad valorem revenue as the previous year — is 3.8683 mills because current taxable values rose compared with the prior year.
City staff noted the proposed 4.05‑mill rate is the same rate the city has used since 2008 and that the council may adopt a lower millage rate when it finalizes the budget in September but may not adopt a higher rate than the one certified to the property appraiser. Staff gave a budget example: for a home assessed at $250,000 with a $50,000 homestead exemption, the city's ad valorem tax at 4.05 mills would be about $810.
The council approved the certification by voice vote; staff will use the certified rate for the property appraiser’s tax‑notice mailings and proceed with budget hearings in September per state timelines.
