The Concord City Planning Board on July 16 granted minor-subdivision approval for a two-lot split of property at 227 Garbins Falls Road. Applicant Zachary Letourneau, representing property owner Kevin McCarthy, told the board the owner intends to sell the newly created lot; stormwater, driveway locations and setbacks will be left to a future buyer, the applicant said. Letourneau confirmed the application received the required variance from the Zoning Board of Adjustment for dimensional standards before appearing before the planning board. Staff found the application complete and not a development of regional impact and recommended granting waivers listed in the packet. The board voted to grant the waiver requests and to approve the minor subdivision subject to the precedent and subsequent conditions listed in staff materials. Letourneau thanked planning staff by name, saying, "Anne Marie and her team, Alec, have been incredibly helpful throughout this entire process, bending over backwards to make sure that the entire thing went smoothly." He and owner Kevin McCarthy said they had worked through a small number of issues and supplied a complete application and survey to the board. The board left the public hearing open briefly while staff confirmed waiver findings of fact, then closed the hearing and approved the subdivision by voice vote. Approval requires the applicant to satisfy the listed precedent conditions before final plat recording and comply with subsequent conditions during implementation.
