Resident asks Rosemount to waive stormwater trunk fee for family land, citing Appendix N language

At the Rosemount City Council meeting, resident Sam Adams spoke during public comment to request relief from the city’s stormwater trunk fee for family-owned land. Adams argued the property will remain in-family and will not generate demand for trunk conveyance or ponding infrastructure, and he asked the council to apply a precedent of fee reductions where infrastructure is not required.

Adams told the council that the city’s stormwater trunk fee justification report—specifically Section 3 and Appendix N—labels the area that includes his land as a previously developed area “not included in the trunk conveyance and ponding fee calculations as it is unlikely revenue will be generated from land in this area.” He said that because his parcel requires no trunk infrastructure, the fee should be zero for his case and for similar situations.

Adams asked the council to recognize that his family plans to keep the land and that it is not being subdivided for development. He referenced at least three prior instances where he said the city granted fee reductions and argued that city policy and fairness support relief in this circumstance. He said the city’s earlier statement in the justification report negates arguments that granting relief would cause budget shortfalls.

City staff acknowledged receipt of Adams’s written materials and said they are working through code- and fee-related processes; no council action was taken at the meeting. Adams’s comments will be part of the public record and available for staff follow-up. The council did not take an immediate vote on fee relief at the meeting.
