Council awards $85,646 contract to repair Mississippi Mist spray pad; work could begin immediately

The Muscatine City Council on July 17 approved a contract with High Brand Industrial Contractors LTD in the amount of $85,646 for improvements to the Mississippi Mist spray pad at Taylor Park. City staff said the contractor will be notified and, if approved, can begin work immediately; staff estimated a 30-day construction schedule if materials arrive on time.
Council member Connor moved to approve the contract; Council member Lewis seconded the motion. The vote was unanimous. City staff said the project was budgeted at $125,000 (bonded), and the low bid of $85,646 leaves budget room for contingencies.
Director of Parks and Recreation (city staff) said the contractor would be notified at 8 a.m. following council approval and expected a 30-day timeline for completion. He added that the work requires specialized, modified spray nozzles that have been ordered. "They will begin immediately. They're expecting 30 days if all pieces can come in as planned," the parks director said.
Council members asked whether the spray pad would reopen this season if work proceeds promptly; staff said the timeline could allow for reopening this season but cautioned a small supply delay could affect that schedule.
The council approved the purchase order and directed staff to proceed with contract execution.
