Final costs reported: concrete repair just over $460,000 and tree removal about $281,000, for a total slightly above $750,000; the staff noted the original estimate was approximately $743,000.
Staff reported 69% of homeowners had paid or committed to pay their share. About 31% (roughly 40 properties) had not responded to the city’s earlier notices. Staff recommended issuing updated notices to the unresponsive owners and to those who had received extensions, using a common September 1 deadline for collection and offering case-by-case payment plans.
Council members debated precedent: staff said Cage Creek had been handled with a 50/50 city–property-owner cost share recommendation earlier. Some councilors urged compassion and case-by-case payment plans for homeowners who demonstrate hardship; others emphasized that most homeowners already paid and favored sending the notices to complete the collection process.
Council directed staff to send the notices and proceed with collection while working with homeowners on reasonable payment arrangements where hardship is documented. Staff said they would proceed with the standard process of notices and outreach.
