Council begins annexation of Seward Rail Campus; one owner opted out

The Seward City Council introduced an ordinance on first reading to annex contiguous parcels comprising most of the Seward Rail Campus into the city limits.
Tim, a planning staff member, told the council the property is largely city-owned and the annexation follows conversation the council heard at the prior meeting. He said Lot 2 (identified as the Heath property) "opted out" of the voluntary annexation and will be handled separately at a later date.
The planning commission recommended approval by a 7-0 vote. Because the annexation concerns property inside the city’s urbanizing area and most of the rail campus is already under city control, staff described the measure as straightforward.
Action taken: the ordinance was introduced for its first reading; no final adoption vote was taken at this meeting. The council will consider subsequent readings and final adoption at later meetings as required by ordinance procedure.
