City awards trenchless design contract to Brierley Associates for secondary water trunk line

The council approved a contract award to Brierley Associates Corporation for trenchless design services for the next phase of the city’s secondary water trunk-line project.
Staff said the work covers trenchless borings across four locations — including crossings that range from roughly 120 feet to 740 feet at points such as Tealfield Road, Hillfield Road, Main Street and under the railroad near Angel Street — to connect the west segment of a multi-phase secondary-water trunk line. The design will evaluate trenchless methodologies and provide engineering for a 48-inch pipe and casing in critical crossings; staff said the geotechnical and directional-drilling expertise is necessary to determine whether single long borings or other methods are appropriate (for example across I‑15).
City procurement solicited proposals from four consultants and received three responses; staff scored proposals on approach, qualifications and cost and recommended Brierley Associates as the best fit. The design contract amount presented to council was $342,340. The council approved the resolution awarding the agreement and authorized the city manager to execute the contract.
Staff noted the work is a continuation of a multi-year program to install a west-to-east secondary trunk line to conserve culinary water by delivering irrigation water via a secondary system and to connect previously completed phases.
