Staff confirmed the city tracks volunteer hours and that volunteers complete a waiver; staff said they submit volunteer-hour reports for recurring volunteers such as the Butterfly Garden volunteers.
Committee members identified a safety concern on the SP‑4 trail down to Beaver Creek where loose rocks and muddy sections have caused falls. Members noted previous heavy equipment use for a bridge assessment worsened some trail sections and suggested delaying major trail rehab until bridge construction is complete to avoid repeated rework. Jonah Jacobson said small interim repairs (clearing, cutting fence tabs, gravel) could proceed now and more significant work should follow bridge completion.
Members asked staff to clarify how volunteers sign up and how hours are tracked; staff said they will provide direction on waivers and reporting and that volunteer hours are recorded for quality and budgeting purposes.
