Channel O site plan review raises alley pickup, fire-truck turning and downstream discharge questions

Applicant representatives said they corrected the fire-truck dimension that was off by a small amount on the prior submittal and reran the auto-turn analysis. "We updated that and reran the auto turn," the applicant's engineer said.
Public-services staff raised a new comment about solid-waste pickup in one-way alleys: sanitation trucks require cans to be on the right side and one-way alley direction may need to be reversed so cans sit on the truck's right, or the HOA documents must require trash placement protocols. A public-works speaker said two-way alley minimums are generally 20 feet, with 24 feet preferred; the Channel O alleys are shown at 18 feet. The applicant agreed to review directional signing and HOA language to ensure compliance with collection procedures.
Engineering and public-works staff also discussed stormwater discharge. A public-works reviewer cautioned that Florida common law protects downstream owners from changes in point of discharge or velocity; he asked the applicant to confirm that the proposed spillway would not increase discharge velocity or change the downstream point of discharge. The applicant said the design reduced rate and included riprap for energy dissipation and that they expect St. Johns River Water Management District (SJRWMD) comments or approval soon.
No vote was taken. Staff said they expected to receive final comments from SJRWMD soon and that the applicant would address the remaining public-services and stormwater comments before permitting.
